Background / General
description:
• The Trust Funds
Division (CTRTF) is one of several divisions that reports into the office of
the Director of Trust funds and Corporate Expenses (CTRTS). CTRTF is the focal point for collection and
dissemination of trust fund financial information and for formulation and oversight
of financial, accounting and administrative policies for trust funds. CTRTF maintains the trust fund master data
and financial ledgers and produces contractually required financial reports for
donors (e.g. externally audited financial statements for certain trust funds
and programs) as well as internal financial reports (e.g. the trust funds
aggregate financial report). CTRTF is
responsible for establishing and communicating trust fund accounting policies
and control requirements to decentralized transaction processing business units
and trust funds managers. The division
is also responsible for building and maintaining an effective liaison
relationship with the various business units, trust fund users and managers, as
well as certain donors who require trust fund financial information. This liaison includes providing guidance,
advice and assistance on all trust fund accounting, financial reporting and
relevant administration matters.
Selected parts of the work program of the World Bank’s
Accounting Department are handled through the Processing and Support Center
(CTRCO), in Chennai, India. CTRCO houses
several different business units, each of which is responsible for specific
off-shored accounting processes and includes one unit dedicated to trust funds,
namely CTRTN.
The Operations Assistant is a member of the Trust funds
Accounting Clearance team (TACT) reporting to the Operations Officer. The
primary purpose of job is to review, interpret and clear source documents
(legal and internal Bank documents) for all trust funds both programmatic and
standalone so as to create, update and maintain reference fields in SAP master
data, ensure that source documents are appropriately available in WBDocs (an
institutional imaging software) and provide assistance to CTRTF clients with
respect to all trust funds administration activities relating to accounting for
all the Bank Group’s trust funds programs.
The Operations Assistant services external clients such as
trust funds operations group, program managers, task team leaders, regional staff, TF policy unit, Legal and internal clients such as Program
Accountants in Chennai and HQ.
Note: If the selected candidate is a current Bank Group
staff member with a Regular or Open-Ended appointment, s/he will retain his/her
Regular or Open-Ended appointment. All others will be offered a 2 year term
appointment.
Duties and
Accountabilities:
Review, interpret, clear legal documents and
bank’s other internal documents such as Trust Funds Proposal (TFP)/ Initiating
Brief for Trust Fund (IBTF) Donor and Grant Agreements for the purpose of
creating new trust funds accounts.
• Ownership
and maintenance of master reference fields in SAP for assigned trust fund
programs in accordance with the program specific requirements and the legal and
internal documents.
• Provide
support and technical advice in execution of special projects and system enhancements
to various web-based trust fund applications whenever required.
• Provide
advice and guidance to CTRTN team on TACT matters including complex issues.
• Perform
due diligence review of Administration agreements/amendments and the Trial
Balance of trust funds to validate the call of funds requests sent to donor
agencies for deposit of donor contributions into Bank’s designated depository
accounts, as per the commitment made in the Administration
agreements/amendments.
• Review
interim budget requests and release them after performing necessary
validations; regularly monitor the outstanding interim budget and ensure their
recovery before they become overdue.
• Prepare
monthly Executive Directors report that provides details of trust funds
activated during the month.
• Service
CTRTF/N clients on TACT activities relating to accounting and reporting of
trust funds within agreed service standards.
• Provide
assistance to the HQ-based CTRTF TACT Team as and when required.
• Ensure
that all Trust Funds related documents (hard and soft copies) handled at
Chennai are filed in WBDocs in accordance with the Bank’s access to information
policy.
• Provide
inputs and actively participate to support management’s initiatives to improve
the process quality & process related controls.
• Prepare/review
reports, metrics and charts for management information and action.
Selection Criteria:
A Bachelors Degree in Commerce,
Accounting, Finance.
2. A minimum
of 2 years of relevant experience preferably with a multinational organization.
Fresh Chartered Accountant/ Company Secretary or equivalent will be preferred.
3. Proficiency
in Microsoft Office tools and basic understanding of information systems and
the application of new technologies.
4. Strong
interpersonal and communication skills (both written and oral) to interact
effectively with colleagues and clients.
5. Strong
client focus and excellent team player.
6. Proven
work experience on clearance and handling of legal documents, transaction
processing using integrated, automated accounting systems preferably SAP.
7. Demonstrated
good judgmental, conceptual, analytical and problem solving skills.
8. Ability
to understand the critical linkages and relationships between work program
objectives and the business processes.
